Bhutan Tourism Policy
Bhutan's "High Value, Low Volume" tourism model, the Sustainable Development Fee, and visa costs explained.
Bhutan follows a "High Value, Low Volume" tourism model designed to preserve its cultural heritage and natural environment while generating sustainable economic benefit. The policy requires tourism operations to be environmentally and ecologically friendly, socially and culturally acceptable, and economically viable — reflecting Bhutan's commitment to Gross National Happiness.
Sustainable Development Fee (SDF): USD $100 per person per night (as of September 1, 2023). Children aged 6–12 receive a 50% discount. Indian visitors pay ₹1,200 (or the equivalent) per night. Day tourists staying in border towns, and children aged 5 and under, are exempt.
Visa costs: USD $40 per person, non-refundable, with processing taking up to five working days.
Documentation needed: a passport valid at least six months beyond your departure date, travel insurance, and a recent passport photograph.
